Once inside the Church, walk onto the altar and the Small Key will be on the table to the right of the pulpit. The fifth Small Key can be found in Chapter 4 when you finally enter the Church. The Small Key will be on a junk-filled wooden cart on the eastern end of the Forest Altar. After unlocking the gate, follow the path and climb the ladder to reach the Forest Altar. Sail the boat to the Lakeside Settlement and head north to open the locked gate with the Insignia Key you found in the Village Chief's Manor. The fourth Small Key can be collected in Chapter 4 after accessing the boat docked near the Mural Cave.
